LCIC Overview

The Lucas County Improvement Corporation is a private non-profit organization dedicated to developing the economic potential of the Toledo Region by providing the best resources, planning, and expertise to industry and government.  The LCIC was founded in 1964 to advance, encourage and promote the industrial, economic, commercial and civic development of Lucas County and the surrounding areas. Historically, we have accomplished this by providing economic development assistance through the processing of revenue bonds and revolving loan funds. In July 2006, the LCIC Board initiated a partnership between economic development and workforce development entities in Lucas County. Our newly combined staff and resources allow for the prompt realization of solutions for the business, government, non-profit and education sectors we serve.

Working in partnership with businesses, governments, educational institutions, and the non-profit sector the LCIC creates innovative solutions to the challenges of a changing global economy in the 21st Century. We are governed by a Board of Directors consisting of private sector business leaders from Lucas County. The LCIC is an operational partner with the Workforce Investment Board of Lucas County, the Lucas County Office of Economic Development and the Lucas County Workforce Development Agency. We work in close alliance with the Toledo-Lucas County Port Authority, Regional Growth Partnership, Toledo Regional Chamber of Commerce, University of Toledo, Owens Community College, Lucas County Board of County Commissioners, and the City of Toledo among other municipal entities in our region.

The Lucas County Improvement Corporation is a high-performing organization that strengthens the economy and enhances the quality of life in Lucas County by strategically connecting resources to opportunities. Our work is strategic. We bring high impact Resources to high impact Opportunities.  We accomplish our work in six core program areas:

  1. Business Retention & Prosperity Program;
  2. Business Roundtables/Networking;
  3. Strategic grants;
  4. Marketing & attraction;
  5. Vacant properties & brownfields;
  6. Furthering regional collaboration & other systemic changes to improve the business competitive environment.

 Working in these six areas within our core enables us to achieve the three external goals identified in the Strategic Plan:

  1. Create & Retain Jobs;
  2. Become known as the "go to" agency for economic development in Lucas County;
  3. Lead and engage in strategic community improvement and quality of life initiatives in Lucas County.
